Good wraps, awful liner sock

"The Jobst farrow wraps are good. However, the sock liners that come with them are too strong compression strength. When I ordered these it the past, I got a very light compression, very comfortable liner sock. While the wrap itself is fine, I cannot wear the liners. So tight that I can’t even get them on."

My Physical Therapist told me to order size small long, but your order form doesn't have an option for long; it just has regular and tall. My calves are 37.5 cm long; do I need Regular or Tall?

My FIL has chronic Venus insufficiency and lymphedema. His measurements fall within the small size, but his calf length is 48 cm. Will the Farrow hybrid wrap work for him? What do you recommend. He is 90 years old.
